Present at the discussion was Mr. Le Minh Hien, Head of Solar Business Department at DAT, who collaborated with representatives from EVNHCMC to answer readers’ questions under the moderation of Thanh Nien newspaper. Below are the questions that readers were particularly interested in when considering installing solar power for their homes or businesses, so stay tuned as there might be useful information for you.

MANH SON VU – LONG AN
Regarding the electricity sold to EVN, which party is responsible for taxes, including what taxes and what is the tax rate? Do households need invoices when selling electricity to EVN?

#MS. NGOC TUONG VI NGUYEN Head of Business Department – Ho Chi Minh City Power Corporation
Hello,
– For investors who are businesses issuing invoices: Monthly, the electricity sector receives and pays the electricity bill according to the invoice issued by the investor.
– For investors who are households, individuals not issuing invoices: Monthly, they pay the electricity bill to the investor (the payment does not include value-added tax). After the end of the year or the contract, the two parties will settle the value-added tax according to regulations.
Regards.

HUY HOANG – HA NOI
In Northern Vietnam, during the winter days when it’s often overcast and there’s no sunlight, how will solar energy work to ensure a stable power source for households?

#MR. MINH HIEN LE Solar Sale Manager – DAT
Thank you for the question. The electricity production of the solar system in the northern region is slightly lower than in the southern region. According to DAT’s statistics, the average electricity production during the day is about 3.5 kWh/kWp in the North compared to > 4 kWh/kWp per day in the South. Therefore, the payback period may be slightly longer than investing in the South. However, considering sunlight radiation, the North is still much more efficient than many European countries (which are highly developed in solar power). Regarding cloudy days, when the system’s output decreases, electricity from the grid will automatically supplement to ensure stable use of electricity in the house. In simpler terms, the stronger the sunlight, the more cost-effective energy savings. The system will remain stable throughout the year regardless of the weather at that time.

HOANG NGUYEN – QUANG NINH
How much does an average rooftop solar power system weigh? For roofs that are not very sturdy, what is the solution?

#MR. MINH HIEN LE Solar Sale Manager – DAT
Hello Hoang,
The rooftop solar power system, if installed according to DAT Solar’s specialized toughened aluminum standard, will have a solid structure and a lighter weight. The entire system will weigh about 13 kg/m2. Most existing roofs in Vietnam can withstand this weight without the need for additional structural reinforcement. Of course, during the consultation and survey process, DAT’s engineers will assess the roof structure and provide the most suitable technical and economic advice for customers.
Thank you.

LONG – CAN THO
My house has a dormitory area for students, about 600m2. It has single-phase electricity. The monthly electricity cost is over 3 million VND, at the household rate. I plan to install solar panels, but I’m not sure if a system with a capacity greater than 5kWp can be connected to the grid?

#MR VIET ANH PHAM Deputy Head of Communication Department – Ho Chi Minh City Power Corporation
Hello,
With a capacity greater than 5 kWp, it can be connected to the national grid. Please contact the Electricity Company in your area for detailed guidance.

QUANG DAI – KHANH HOA
In Khanh Hoa, with frequent storms, is there a risk of solar panels flying off or getting struck by lightning?

#MR. MINH HIEN LE Solar Sale Manager – DAT
Hello Quang Dai,
Your question represents the concerns of many people in the Central region. The basic design standard of DAT Solar can withstand wind speeds up to 55 m/s, equivalent to a level 11-12 storm. Especially in areas prone to storms, our structural engineers will study and design specific mechanical solutions for each project to ensure maximum safety for customers in all weather conditions. Regarding lightning protection, DAT Solar’s system is protected by a lightning protection circuit from the reputable CITEL (France) brand. Many customers in Khanh Hoa have chosen and used DAT Solar’s solutions. You can call DAT’s Hotline for more in-depth advice: 18006567.
Thank you.

TAI THU NGUYEN – HCMC
The price EVN buys back is about 2000 VND, fixed for 20 years. Is this unfair to users of solar energy?

#MS. NGOC TUONG VI NGUYEN Head of Business Department – Ho Chi Minh City Power Corporation
Hello,
The purchase price of solar power according to Decision 11/2017/QD-TTg is currently 9.35 US cents/kWh valid until June 30, 2019. In the case of investors connecting solar rooftop systems to the grid and signing contracts with the electricity sector, this contract will have a fixed price for 20 years. However, depending on the contract signing time, the VND price is converted according to the central exchange rate between the Vietnamese dong and the US dollar announced by the State Bank of Vietnam (this price is fixed for 20 years of the contract, not depending on the exchange rate in subsequent years). Specifically:
– Before January 1, 2018, the purchase price was 2,086 VND/kWh.
– From January 1, 2018, to December 31, 2018, the purchase price was 2,096 VND/kWh.
– From January 1, 2019, until there is a new decision from the Prime Minister in 2019, the purchase price is 2,134 VND. Regards./.

A READER – HCMC
Where should I install a solar power system? Which direction is the best for installation? What is the most suitable location?

#MR. MINH HIEN LE Solar Sale Manager – DAT
Hello,
Solar power systems should be installed on rooftops, where there is no shading and a sturdy structure. Solar panels should be installed facing south for optimal electricity production throughout the day. In Southern Vietnam, provinces and cities with the highest electricity production are recorded in Ninh Thuan, Binh Thuan (due to the best solar radiation) or areas in Daklak with cool weather, optimizing the system’s operational efficiency.
You can visit DAT Solar’s website: www.datsolar.com for reference on projects that DAT has installed nationwide.

VAN THACH NGUYEN – HCMC
When I install solar panels, will the company support me in installing bidirectional meters, and what other support is available?

# MS. NGOC TUONG VI NGUYEN Head of Business Department – Ho Chi Minh City Power Corporation
Hello,
When installing a solar power system on the rooftop, if there is a need to connect excess electricity to the electricity sector and sell electricity at locations on the TP.HCM area, you can contact the customer care hotline 1900545454 to receive, check grid connection conditions, install bidirectional meters, and sign contracts for solar power sales. The electricity sector will monthly pay for this excess electricity to the investor via bank transfer, not directly deducting from the electricity output.
Regards.

TAN TAI
We want to install a solar power system on the roof of our factory to serve production. Can the electricity sector introduce us to a reputable installation company with preferential programs?

#MR. MINH HIEN LE Solar Sale Manager – DAT
Hello Tai, In addition to markets for households and businesses, DAT Solar also provides systems up to 1 MWp for production plants with very competitive investment costs and good cost-effectiveness on electricity output ($/kWh) on the market. Currently, DAT Solar is also supplying and installing a series of 1 MWp projects for production businesses. You can contact the DAT Solar hotline or website for project development specialists to meet and support you in analyzing the investment efficiency in detail. 1806567 or website: datsolar.com
DAT is looking forward to meeting and supporting you soon in this project.

When installing a rooftop solar power system and if there is a need to grid-connect and sell excess electricity to the power sector at locations within Ho Chi Minh City, you can contact the customer care hotline at 1900545454. They will assist in receiving, checking grid connection conditions, installing bidirectional meters, and signing a solar power purchase contract. Note that this contract is separate from the regular electricity purchase contract. Monthly, the power sector will transfer payment for this surplus electricity to the investor via bank transfer, rather than directly deducting it from the electricity output. Regards.
